He is Managing Director of SUDECC, Inc., where he leads the design and delivery of climate change solutions that help vulnerable communities build lasting resilience and drive sustainable development. His expertise bridges policy and practice: previously, as Deputy Director of the Executive Office of the Mayor of Washington, DC's Office on Latino Affairs, he shaped programs that expanded opportunity for the district's Latino community. Previously, Julio worked as a project attorney and an environmental specialist at the Legal Department, the Energy and Climate Change Unit, the Environmental Safeguards Unit of the Inter-American Development Bank (IDB). He was a member of the IDB’s working group responsible for the establishment of the Clean Technology Trust Fund (CTF). In recent years, Julio has participated in and led delegations composed of local and territorial government representatives, experts, and policymakers at major international forums, including the UN Climate Change Conferences (COP26, COP27, and COP28) and the UN Biodiversity Conference (COP16). Over the years, Julio developed an expertise in community engagement, climate finance, international project finance and dispute settlement mechanisms.
